The largest benefit would be the salary of the driver that could be saved. That does however not save the environment and is not so good for the economy as the salaries paid are what drive the economy.
If most if not all professional drivers are going to loose their job in the next decade that is going to have a serious impact. The question will be if there is enough other work for such a huge amount of workers.

If the cyclist would have killed himself by falling in front of heavy traffic that does not take away the fact that he could not stop in time. The solution then still would or should be to make brakes mandatory and enforce this.

I'm not sure I'm understanding the problems a dual-brake system makes for couriers. Is there some significant drag on a bike equipped with a front brake? Or does the brake cable interfere with turning?
Really, if you don't want to use the front brake--don't. Just have it available for emergencies.

Personally I would not call
Personally I would not call being able to slow down by peddling a brake.
So I'd say that bike does not have any brakes at all.
The wiring of the brakes makes it harder to fit a bag on the steering wheel, other then that there is some additional weight.
The weight might be seen as the biggest disadvantage, why not go for a bike with gears otherwise?
Or the thrill for the additional danger involved in cycling without brakes? That last should never be a reason when you put other people at risk!
