It should be more than good enough to do some good crunching for you. And at ~ $325 LESS than a Ryzen-9 9950X it is a good deal. But just so you know for sure, remember that this CPU has 12-cores & 24-threads where the 9950X CPU has 16-cores & 32-threads.

It is an AM5 socket, same as the 9950X, and it runs much cooler than the 9950X. It will be interesting how he cools it, whether he uses an air cooler or water cooling. I think an air cooler like the Noctua NH-D15 G2 (the new one), though sort of expensive it will cool his CPU plenty.
My old school former electronics tech brain refuses to allow water anywhere near my expensive electronics.

Yes, I think it MAY be alright, but I'm not a fan of Gigabyte anything. The motherboards do have a few quirks especially with the BIOS, but other's seem to like them. I don't know what the longevity of their GPU's are, but if I can recall from my old tired brain both Newegg and Amazon were selling more 'refurbished' Gigabyte GPU's than any other make by far. Otherwise, I think your choices will be alright. I'd to see how it goes once you get it all set up and running BOINC.

The best bang for the buck has to go with the Thermalright coolers like the Peerless Assassin for $30.
Easily will handle your 120W TDP 9900X cpu with good thermals and low noise.
