What is the current fan size and specs and what is your size constraints?
Are you handy-capable in manufacturing your own fan mounts? Or contract with a 3D printer lab to make something for you to mount a high output fan that is quieter than your current.
I managed to find the original fan listing. So have edited the previous message. (80mm x 38mm)
The fan is literally being held just below the MB VRM's with 4 wires that leave it "floating" right there. So I can't actually use the top pcie slot of the MB. So far not using that slot has not been a show stopper.
I am not hopeful. One possible candidate had less than half the CFM pressure.

CFM pressure is only necessary if you need to push through an obstruction like filters, cooler fins etc.
YOU need airflow not mmH2O pressure since your fan is in open space with no obstructions.

There are lots of choices for 12V low rpm, high CFM 120 X 38mm fans on Amazon. Look for the ones in the 2600-3600 range and then knock the voltage down in the UEFI to reduce the speed further and lower the modest noise even further.

The catch seems to be that it needs to be 80mm x 38mm to narrow the focus of the fan. I did find an 80 x 38mm that claims to have much less noise. And has a CFM near what the fan I have now has. Its ~$10 from NewEgg so I ordered it.

You could simply make a cone out of stiff paper to restrict the airflow cone on a 120mm fan also.
All 38mm fans are going to be noisier than any 120mm fan. Its just the nature of the size and depth of the fan blades chopping through the air.

I have exactly this one. Good one but a bit noisy even on a half of speed. Suprusingly 4-Pin is disadvantage because the tone of howling is depending of MB temperature. Quite annoying
I would suggest fans from the company "be quiet". They are really, really quiet and move a good amount of air. I only have good things to say about their fans. Here is the link:

You know you CAN change the

You know you CAN change the behavior of the fan header that fan is connected to in the UEFI.
Don't select the cpu temp as the feedback source, choose the motherboard temp sensor.
Or use a more moderate fan curve that does not ramp the speed until extreme temps.
Or use a fixed rpm of lower value that is not so noisy.
