The only reason to buy an RTX 3090 over 3080Ti is for the 24GB memory, which is irrelevant for Boinc. The performance is marginal between the two - FP32 - 34.10 TFLOPS for 3080Ti and 35.58 TFLOPS for RTX 3090. By that metric RTX 3090 is 4.15% faster. On the other hand if you buy the RTX 4090 you get 82.58 TFLOPS of FP32 compute, or 2.42 times the performance of an RTX 3080Ti.
You will not see an 2.42x increase in performance with the RTX 4090. On paper, this is true. In reality, it is not. Memory bandwidth IS an issue with the 4090, at least in GPU work units here.
The price for an rtx 3070 looks pretty appealing. It looks like you get twice the e@h crunching of a gtx 1080 ti for less than twice the cost of two gtx 1080 ti's.
Based current eBay prices.

I wonder. Maybe I have a rtx 3080 ti FE that doesn't play well with others? It seems to be perfectly happy by itself. I guess that means drop it back into the box that has a 3050x+gtx 1060 6gb at the moment. If that works, then maybe it is not a cranky MB. Maybe.
And I can halt the fall in the systems RAC before it falls out of the top 50.
Hmmm...

theres no such thing as a GPU that "doesnt play well with others", assuming you have two GPUs that are both compatible with the same driver version.
I hope that is true but my experience seems to indicate that some have hidden defects or I have had a long run of failed two gpu installs across several models and makes.

There in lies your problem - "failed two GPU installs across several models and makes".

After I ran the command line so I could access the 2nd gpu for OC it started failing various ways (POST hang, no 2nd gpu present, etc).
The system is back up running 1 gpu.

check 3070ti prices instead if you're interested for use with einstein. the faster GDDR6X is beneficial

I hear you. Rtx 3070 ti's appear to be very scarce at least on eBay.
---edit----
When I filtered for the faster memory about 60 jumped out at me.
And prices were much less appealing.

This may very well be what you are experiencing.
