Thinking about and reviewing this thread from the start I think there may be ( for want of a better phrase ) a 'deep discontinuity' in your operating system setup, probably undiagnosable in detail. May I suggest in the following order:

- contact your ISP ( help desk or whatever ) and enquire as to whether they are blocking ports ( particularly the ones used by BOINC - 1043 and 31416 ), outside of the usual http/ftp/etc ones. Maybe they are selectively firewalling. After all you can reach and read us here ( on port 80 ). If that does not solve the problem then:

- remove and then re-install your ISP setup. Use Add/Remove Programs preferably or just Autoplay the disc your ISP gave you ( if so ). Basically follow whatever you did with the first time install. If that does not solve the problem then:

- re-install Windows. This does not require a new partition, or re-formatting, or any loss of your current settings or installed programs. It will simply refresh/overwrite/re-configure. If that does not solve the problem then:

- Dunno ;-(

Haven't had time to do much except let boinc run all day to no effect.

You may have to go back into Services and enable it. Be sure to check for any dependencies while there. BUT, it may be as simple as right-click "my Computer" icon, select "Properties", on the Remote tab, check "Allow Remote Assistence". Let's hope it happens the easy way for you, for once. :-)
