you mentioned this was a machine that has been off for a while so maybe good to make sure the apt repository is up to date and the system is up to date:
sudo apt update
sudo apt upgrade
reboot
uninstall/purge the nvidia driver.
sudo apt remove --purge nvidia-driver-460
sudo apt remove --purge nvidia-driver-455
sudo apt remove --purge nvidia*
reboot
sudo apt autoremove
install 470
sudo apt install nvidia-driver-470
sometimes you have to sledgehammer these things.
you did mention that this was an old install, so if you're not married to it, you could preserve the BOINC data and just wipe the whole thing out with a fresh install of Ubuntu 20.04 LTS. then just install the 470 drivers straight away. don't think you even need the PPA for 20.04. new drivers usually show up in Ubuntu by default pretty soon after they're available.

If I install 20.04 over the 18.04 partition is it likely to cripple BOINC or any other apps in the User partition? If not then that may be a good approach ...

No, a new upgrade to 20.04 into the existing 18 partition won't do anything to your /home partition.

But I agree, the purge commands and a reboot and reinstall of the drivers would be quicker.
i would just try the commands I listed first. it will only take a few minutes to run through them.
then think about doing a full re-install if it doesn't work.

But I had to turn up the fans a little as the 1060s were getting a little hot under the collar :)

. . I need a better cooling solution for these 1060's, even though it is still winter here with the fans at over 80% these puppies are well over 60 deg C. :(

. . I am curious now about the GTX970's, even though I am sure they do not support OpenCL3.0 they do support 2.0 and I have to wonder how much they would improve by accessing that.
