Ah now, we humans don't have an on/off switch, We can be asleep, awake, or just dozing which is half asleep/awake. Watch a cat, it's eyes may be closed but it's ears still prick up at sounds.
The three-state process model is much like a Markov chain, where we can transition from one state to either of two others. I.e. if dozing we can wake up or fall asleep etc.
And of course depending upon ones state we will have one of 5 differing brainwaves ranging from Alpha to Theta.
