Here in Virginia we only have to pay a max of $750 on repairs per time to get the emissions inspection sticker, we get the emissions done every two years, so if you spend the max one year, in two years you will be spending up to $750 more to try and make it comply and get your next sticker. Of course LOTS of Cities and Counties in Virginia do NOT have the stickers, not enough population, so lots of people just buy a cheap 2nd home and register their vehicles there instead of paying and paying and paying.
My 2009 Civic Hybrid gets smog checked for the first time in June... California went and changed the exemption clause for Hybrids this year; so, now ALL Hybrids are subject to being smog checked every two years - just like regular cars.

Iterative reconstruction technique was used for dose reduction.
Findings:
Due to the noncontrast nature of this study the exam is less sensitive for detecting parenchymal abnormalities of the solid upper abdominal organs.
2 mm calculus proximal right ureter series 5 image 59. No hydronephrosis.
The right ureter distal to the small calculus is of normal caliber.
On the left side no renal or ureteral calculi are seen.
No dilated bowel or enlarged lymph nodes. No enlarged vascular structures.
No gallbladder distention or biliary dilatation.
Part of the left mid to lower abdomen at the periphery is not included on the image in part related to patient body habitus..
Impression: Small right proximal ureteral calculus as described.
I gather this means I have a 2mm stone on the right (which the x-ray they also took didn't see) and no other problems. I suppose I should feel good about being so healthy, for someone in my awful condition.

Is dilatation similar to dilation?
parenchymal = adjective, 'of parenchyma' where parenchyma = the inner substance of a ( solid ) organ, compared say to a tubular organ.
symphysis pubis = the junction b/w the left and right halves of the pelvis, at the front midline, the .... err ... pubic area
hydronephrosis = literally 'water on the kidney', a swollen kidney because the outflow is blocked. They looked for it but you don't have that.
Is dilatation similar to dilation? = same. Depends on which division of the English language eg. we use 'ureteric' instead of 'ureteral' both meaning 'of the ureter' ( adjective ).
Also 'proximal' ( in this instance ) = closer to the kidney than the bladder. The ureter being the tube going from said kidney to the bladder ie. you have two ureters ( normal case ) each carrying kidney output ( urine ) to the single ( usually ) bladder.

So the area scanned is from just above the kidneys to ... the end of the urinary tract. They found a stone stuck in the right ureter, but it's not blocking urine flow.

Highways have traditionally been paid for with fuel taxes. With increasing numbers of hybrids consuming so little fuel and electrics none at all, they need to find a way to pay for those vehicles' wear and tear on the roads.
