OK: conclusion is that the preferences are only used once you force a download of them by modifying them then using 'update project'. I'm glad this is sorted out!
okay, after 3 days, that finally answers my timezone question
which explains why my setting to run only between 6am & 2am (my time) was not being acknowledged...BUT, I didn't notice anytime that it was not being run, so, does it work at all?
now to figure out this work request system to get the most WU's my box can process, or does it do it auto-magically?

I HAVE BEEN RUNNING 24/7 SINCE (not counting server WAIT times lol), CHECKOUT MY STATS!

Doesn't seem quite right because, before the manual change, the machine was using the defaults for preferences, which includes the 3-minute period. I wonder what would have happened if, without modifying that setting, one had updated. Also should the update of the previous sentence actually be needed?

The manual update is not needed. On a reqular connect, the preferences will be downloaded.

I does work... mostly! I have this host set to run only between 5pm and 9am and it almost sticks to it.
It stops work at that point so as a consequence will also stop network traffic. However, the host is also running Pirates (waiting on first unit!) and it continues to ask for work every hour from the Pirates scheduler. Even after it suspends coz of 'time of day'
I have not had to do anything funny to pick up this time limit. What is different about this host though is that I have setup its own location preferences. It uses the 'work' slot in BOINC preferences... my default preferences are still running 24/7 as I want pretty much all my hosts to do run all the time.
I have not tried modifying the default preferences for time restrictions....
