The reason why you are down to 1wu/day is because of the wu being returned having errors. When you return a 'bad' wu the daily limit decreases (by 1 I think) each time. When you begin returning 'good' wu this limit will increase again. Now as to how to fix your problem.........sorry I'm not much help although I will ask when you upgraded to 4.45 did you uninstall 4.19 first before installing 4.45

It could have been a Long Term Debt issue, and the scheduler was just waiting for the other projects to catch up before downloading any more work from the project giving you the message.

Depending on what other projects that you are running, their deadlines and how much work they have left, you may have to wait for some work to be completed before any work will be downloaded from any project.

(most of the error WU's have this)
Status code 1: Could not open ephemeris file
What other software is running, like anti-virus, file backup and indexing?

Does the person running BOINC have write access to the entire BOINC tree?

In this case I'd say yes. The WU's show significant CPU usage, like this one with over 19,000 seconds.
