I find that einstein_4.79_windows_intelx86.exe runs to at most 18% on my computer is this normal?...I feel that it should run or have more CPU % to it!...Is it possible to bring it up and should I do it?

If you open Task Manager and click the CPU column to sort by CPU percentage in use, you should be able to see what is taking up CPU time. List the heavy users here and I'm sure the regulars on this board will tell you if something's up.
If you're not running any applications in the foreground, and you're not running a scheduled virus scan, then you might have spyware and/or adware present on your machine. I use Spybot Search and Destroy to root out any malware and it works very well.

All I am really trying to ask is if i could change how much cpu useage einstin@home could use on my computer. It uses at most 18% while I work on my computer or let it idle. I was wondering if I could increase that? (so that I can do more work faster.)

Did you install Threadmaster in your system, as is suggested somewhere in BOINC's pages?
If you installed it, this may be the cause of the problem.
Threadmaster is a useful utility to limit CPU usage by applications like Einstein. But, by default, it limits too much, to a 20% of CPU usage per user application. If you want to use Threadmaster you need to edit its preferences in the Windows registry (using Regedit) to allow a higher use of the CPU. Look at Threadmaster's "readme" file.
I use Threadmaster with a 80% limit for BOINC, and works fine.

BOINC only uses what is left. So, it you are running programs/processes that use 82% of the CPU, yes, BOINC and the science applications will only run for 18%.
The question is what else are you running?
For BOINC to run more, stop doing other things and BOINC's usage will rise. If you have programs like instant messangers that are in the background and you are not using the computer, well, it will not matter; they will continue to use CPU while BOINC "starves" because that is the way it is designed to work.
When I get up from my computer I shut down all unrelated programs that I am not going to be using, "Just in case" (though OS-X is pretty good about not wasting time with applications that are not actually doing anyting).

I have been working on cleaning up my PowerMac the last week or so. Today, with luck, it will show up and I can back-up the world and then do the install.
I will probably do an upgrade in place, then later do a format and install. I is supposed to be faster than Panther.

There aren't any facility in boinc to change the amount of cpu usage (other than of course the amount of cpu's to use on multi cpu systems, but that's another story).
So, unless something is terribly wrong, einstein should use any cpu left as Paul said. So, if nothing is terribly wrong einstein should use pretty close to 100% of the cpu by defualt.
So either you are using 82% for something else, or there's something wrong one way or the other with your computer (asuming you don't use 3rd party utils like threadmaster). So for now it ends at Paul's question: what else are you running on your computer?

Perhaps you can help me. I’m trying to run ThreadMaster to limit the amount of CPU Einstein can use, but no luck. I installed ThreadMaster and edited the registry settings as per the “Readme” instructions to limit the “boinc_bui.exe” application to 30%, however the app still runs at 100%.
Any tips or suggestions?

Looking at the docs for threadmaster, I think you should have added einstein_4.79_windows_intel86.exe instead of boinc_bui.exe.
BOINC_gui.exe and BOINC.exe do very little real work. It is the project applications that do the real work and take up all of the CPU time.
