Yes, he can't use that. No one in the U.S has 10G residential Internet. We are lucky to have even 1G.
Of course he can use it. In the UK we have 1G max, most have 0.1G. But between two or more of your own computers, anything goes.
Keith means that it's of no additional use over 1G. Tom's home LAN is likely 1G anyway so the 10G ports would just be running at 1G. I'm not sure how much Tom uses his LAN other than just internet access. I don't think he's transferring large files over the network where 10G LAN would be beneficial.

10G Lan is very nice when backing up over the network, or installing something over the network. Cables are extremely cheap, it's the ports that cost money. 10G is between SSD and NVME speed. 1G is hard disk speed.

that's besides the point. if the user (Tom) isn't using the network in that way moving large amounts of data over the network, having 1G or 10G on the LAN makes no difference. when the primary network traffic is internet traffic that's limited to say 100Mbps, 1G or 10G LAN provides the same exact experience.
