It didn't even start on the task.
So why did it download the file if it doesn't need it or was the deletion a bug?

I think the request is to delete the file after all related tasks have finished.

The Client will delete the file after all tasks it has that need this file have finished. So there is no immediate problem for the Client.
However this points to a bug in our server configuration. Actually the skygrid files should not be deleted. An entry for the new S5GC1 skygrid files was missing. I fixed that.
