Why send out only 1 WU copy at a time?

The work distribution process seems to be sending out only one copy of a WU and then waiting a while before sending out any more. Why is this being done instead of sending out the multiple numbers of copies estimated to make a quorum right from the start? Just curious...

My guess is it is to reduce the number of ghost units. In my case, the 2nd w.u. is sent out 27 - 32 hours after mine is completed.

It's because of the LOCALITY

It's because of the LOCALITY SCHEDULING. We send the work to another host who already has the correct input data file. It may take some time before such a host contacts the scheduler for more work.
