BOINC is telling you through the highlighted part of this message that it's not appropriate to have more EAH work at the moment.
Because you have your computers hidden, it's not possible to get more clues as to the exact reason why. However, at a guess, BOINC realises that you aren't running either project all that much - both have a RAC around 30 which is quite small. BOINC will be reluctant to get much work for fear of exceeding deadlines. At the moment BOINC is favouring the other project. When it's the proper time to give E@H a run, BOINC will get work without manual intervention. There's no point in having work that wont start for a while, sitting around and becoming stale.

Actually we can get around your "hidden computers" preference setting. In the messages you posted your HostID is visible. Having just looked at that host, two things can be seen,
* you have just been given some new work from E@H, and
* your last task took a full 14 days to complete which is why BOINC is being careful.

Einstein just downloaded some new work. Right now, I've got Rosetta and Einsten each working 50% of the time. What do you think the percentages should be so that Einstein can work more efficiently?

It doesn't really matter. BOINC will work as efficiently as possible if you leave it alone long enough. You just have to expect there to be times when you will not have work from all projects on your host. I usually have work from about 5 of 20 projects at any given time.

As John Keck says, your settings are fine and BOINC will manage it all very nicely on its own.
If you wanted to be more productive, there are a couple of things to consider
* not running the screensaver graphics will allow more science work to be done
* upgrading to a faster science app will allow more science work to be done
* both of the above will allow tasks to finish sooner and BOINC will be more inclined to keep work on hand more often.
Improved (and usually faster) apps are released as part of the beta test and "power user" programs. To use these does require a learning curve on your part so these are not for anyone who wishes to just "set and forget". The latest Windows and Linux "power user" apps give a speedup of around 30% or more over the "official" counterparts.
If you think you might be interested, have a look at some of the sticky threads in "Crunchers Corner" for examples of what goes on. If you ask questions in that forum, there are many helpful people who would answer them.
