I've been running BOINC (E@H) for quite a while now on this machine and I came in to the office today to restart it since it somehow got stopped (system wide reboot??) Anyway, what is the problem and how do I fix it so this machine will serve a purpose again other than sitting in idle??

BOINC (E@H) won't run - missing BOINC.msi file?!?

The BOINC.msi file is only used when (un)installing or reinstalling BOINC. So are you trying to reinstall BOINC, or are you trying to run it?
How do you start BOINC? Else, go through Start->Programs->BOINC->BOINC Manager.

I thought I had to install it again since the app was gone from the tray and the ALL PROGRAMS -> BOINC was empty. I got this error message and didn't know what to do after trying a few things which didn't work.
By God's grace just before I left to give up I saw a folder called "BOINC Manager." I clicked on the app in that folder and it started to run. I just checked and indeed the machine returned results. So all is ok now.
