The other thing I noticed when looking at the results for this PC both today and yesterday is that it currently has only one result outstanding for Einstein. As a 2 CPU machine it should have at least 2 results in progress. It doesn't right now and didn't yesterday.
In other words currently only one of the 2 cores has a E@H WU to crunch on.

I recently had her attach to Rosetta too, hoping that would keep both processors running 100% of the time. However, the same problem is there: One runs full time, while one runs ticking off a second after 6 real seconds.

So you have a box with two cores. One is crunching full time and one is crunching half time. Right?
And in the taskmanager you do not see any other process which is consuming time. Right?
Did you think about some root kit which hides wormware?
Nothing is running on the computer that would make it that slow.
However, I do have a new plan. BOINC was never uninstalled and reinstalled due to the upgrade.
Meaning, BOINC was installed when the computer was a 1.2GHz computer. The new dual core was installed and the computer was turned on, with BOINC picking up where it left off.
When my friend is online I'll tell her to uninstall and reinstall BOINC.

I just added a second proc

I just added a second proc into my dual 2.8 xeon machine.
Similar problem....the second core seemed to be on a different timing.
A quick reinstall of BOINC and all is normal.
