Have you tried the simple things first? Like Exit BOINC completely and restarting it? Rebooting the computer? Just waiting a couple of hours to see if any progress is shown?
What does Windows Task Manager give that is taking up the CPU cycles?

I hope you checked if none of your projects are on Suspend or No New Tasks?
The button in the Projects tab shows the option, not the state it is in. So when you click on the E@H project and see a button on the left saying things like "Resume" or "Allow new tasks", then those are your options.
Upgraded to BOINC 5.4.9, now none of the tasks is moving...

Yes, I tried all of that. The Task Manager shows all the cycles taken up as Idle.
