Out of the blue, my boinc has stopped running on it's own without my intervention.
Boinc manager remains unresponsive mostly, and when it is responsive it can't connect to local host.
I must run boinc.exe manually in order for boinc manager to become responsive. Is there anything I can do to make this work as it should? I have uninstalled and reinstalled numerous times, and even tried a clean install. All failed to start boinc correctly.

You might want to try the single-user installation again, unchecking the "Start at logon" box on the configuration page, or possibly just removing Boinc from the startup folder. You'll have to remember to start Boinc manually when you want it to run, but it clears up the out-of-sequence processes all loading at Windows startup.
