in boincmgr, what should "Notices" show?

From time to time, boincmgr shows a flashing red border around Notices in the lower left corner. Every time I click it, boincmgr opens a blank white window; I have never seen any content. Clues as to what's going on? Platform is Fedora 39.

Try switching to advanced view and then  notices.

Interesting. So there actually is something there, but the regular view's Notices button has a bug in not showing it. Well, OK. At least it's not a mystery and a phantom to me now.

Originally for blank sub-windows but probably related for Notices too.

You should add to this open issue about the Notices being blank problem.
