In your case with the 3080Ti's you could get a smaller cpu based pc just to run them and then a monster cpu in a 2nd case with a less than 3080Ti in it to play with.

I was reading some reviews about running a 3950x on B450 chipset MB's.

And the Asus B450 Strix-F appeared to be running hot enough to cause CPU throttling.

3 year old board that looks to have never shipped to the US, no sold listings on eBay at all. I can’t even find any reviews of anyone actually having one (all online reviews are speculative reviews based on the product spec using the stock photos from AsRock, not an in-hand review). 
 

these kinds of products are 99% of the time more trouble than it’s worth (same goes for other 8-GPU boards like this). They are made with minimum specs as cheaply as possible to cater to miners. They won’t work too well with BOINC, and when you inevitably run into issues, you’ll have no support.

I did not see that specific board but there are some X370 BTC+ mb's here:

And yes they ship to the US but you have to be careful where you are buying from as it's NOT 2 day shipping. I order the toothbrush heads my dentist likes, they are German ones, thru AliExpress once a year and it takes about a month to get to me.
