I have a work unit that shows the elapsed time going up and the time remaining going down but the progress never changes. Do I need to abort the task or reset the project? I've been checking it for about three hours now.

What does Boinc say about percentage completed?
Before aborting try to restart Boinc and/or restart the computer/device to see if that get things moving.

I've aborted 2 tasks because they are running for 20-30 minutes, but the % is stuck somewhere. Tasks finish in 10 minutes normally. Not sure what's happening, but I figure that if I tried to finish the task, it would probably be invalid anyway.

I've had this problem 4 times in the past 24 hours. A task will run for 20-40 minutes before I catch it (tasks normally finish in 10 minutes). The completion percentage is stuck somewhere (like 38%) while the elapsed time keeps ticking.
I restarted my PC this morning, and just had another task do this now (3 hours later).
Any ideas?

I would try uninstalling gpu driver with DDU if you haven't tried that yet. And then reboot and reinstall the driver.

I followed your advice. I downloaded and ran DDU. Then downloaded the latest driver from AMD. I'll update in a few hours with how it's working. Thanks for your help!

I'm out of ideas but here's

I'm out of ideas but here's some random stuff anyway if you would like to try:
- move that AMD card into the other pci-e slot
- set a custom fan curve for GPU... set higher fan speed than what auto-mode will provide under load
- use Intel GPU for providing graphics to display so that nothing is connected to the AMD card
- reset Einstein so it will refresh the local project files
