Someone overseas, Saudia Arabia maybe, just made a HUGE solar powered seawater desalination plant and it's online and working efficiently they said. The solar heats up the water enough to do the evaporatation process.

I think there is some way that something can be combined with the salt in the seawater to break its bond with the water, ie the gold extraction process, and be efficient too. The only problem with that is if we remove all the seawater what's left? We need to find ways to put the water back into the oceans too, they may seem bottomless but they are not. NO it isn't a problem today, but if we keep watering our lawns or plants with reclaimed seawater and the water never goes back to the sea, how low can the oceans get?

I don't know if pipelines are feasible for water (I mean, there are some already, but not 2K miles long). I do know BNSF Railway has looked at running tank trains of water, but so far the economics haven't worked out. They said they would look at it again every once in a while, though.

Not feasible.  You could not move enough water from a flooding area fast enough.  When a flood scenario starts you need to immediately move water from pt A to pt B without interruption.
