If I recall right, a link to the team create form is offered on the same page where you choose to join a team. The options should be : finding a team and creating a new one
p.s.: if you cannot find it there, try this one : team_create_form.php (same page name on nearly all projects, just those few who do not use the default BOINC setup have different ones)
