schedule_cpus: must schedule

It means an action occurred and the scheduler has to rethink the schedule. Maybe a WU was completed or one was downloaded.....

I have not gotten to those messages yet, but the answer below is correct. The developer that has done most of the work on the new Work Scheduler has worked on the topic that discusses these and all the rest of the messages and what they mean.
