Am I doing something wrong ?
I just installed the new BOINC Manager v 7.0.64 for windows 7 and I still had to make a cc_config.xml

and add it in the c:/ProgramData/BOINC folder in order to get BOINC to use 2 Videocards . I thought that this was no longer needed ?
Why do I still have to add cc_config.xml

It's still needed if the cards are of different types (speed, memory size,...).

You mean, it's one GTX 560 and one GTX 570. Those are not the same.
