Make sure you're checking the correct venue. It wouldn't be the first time that you checked the home venue, but the computer was set to the default venue and thus using other preferences.
Could you allow new work on maybe just one of your 18 hosts? We (and you) can check the server logs at this project - and every single one of them is empty, with no new work requested.
Without log information, you'll never have an answer to your question.
