??? What link isn't working? If you got BOINC from that link and it installed fine, then the link is obviously working. You require an administrator account to install BOINC, the installer can't be started with a lower rank account.

The firewall is open! I started it as admin, that's not what I want to do.

Port 31416 is open too, or why can I control my root server?
I give it another chance, I will move that host in the school group. My Windows box is nothing more than a game launcher(Tax/Elster).
I give another chance with all users enabled.
After that I will switch to Linux.

I installed as admin and the

I installed as admin and the link is not working again. Do you think I will download all Steam games again?
I uninstalled as user and reinstalled as user. The link is still not working! It's so far clear: I use Wind 7 as a game launcher!

A standard run of the BOINC installer does not place a link or icon on the desktop.

Thus, the link you are trying to use must be one which you made yourself, perhaps when a previous version of BOINC was active on the computer.

So, it would be helpful to know:

What error messages (if any) do you get when to click on your self-created icon?
What happens if you use the BOINC-created link instead? (Start --> All Programs --> BOINC (folder) --> BOINC Manager)

BOINC v7 is designed to start automatically when the computer starts up - it does that from a registry entry, not a shortcut link. When it starts automatically under Windows 7, an icon for BOINC Manager is placed in the 'Notification Area' (formerly system tray, near the clock in the bottom-right of the screen) - but that BOINC Manager icon is typically hidden in normal use. So, after a computer restart, if you click on the 'Show hidden icons' triangle, can you see a BOINC icon in the pop-up window which appears, and if so, can you open the full Manager window by double-clicking it?

There is no icon. Only in the favorites folder, that can I not access.

No chance! The boincmgr tells me me about missing rights.
the main program is in c:\Program Files (x86)\*.*
I come in there only with admin rights.
The copy of the main folder is in
c:\Users\All Users\BOINC\*.*
I don't have access there too.

I see you run Windows 7 64bit version. Did you download the 64bit BOINC installer, or the 32bit version?

E.g.
the 32bit installer? boinc_7.0.28_windows_intelx86.exe
or
the 64bit installer? boinc_7.0.28_windows_x86_64.exe

I ask as Windows itself does not allow for 64bit programs to start from the 32bit programs directory. You can install to that directory, but as soon as something starts it'll be apparent whether it's 32bit or 64bit. 64bit programs won't start from the 32bit directory. Windows has the 32bit programs directory at C:\Program Files (x86)\ and the 64bit programs directory at C:\Program Files\

Now, the above BOINC installers are both 32bit installers. They don't know, or care, about the contents, whether these are 32 or 64bit.
Furthermore, when you install BOINC, the installer will read from the registry where you installed BOINC last time, and try to use that path again, to make ease of installation easier.

However, when you first installed a 32bit BOINC, to C:\Program Files (x86)\BOINC, but then upgrade to a 64bit BOINC, the installer will just use the old link. Even if Windows refuses to start the program from there. Which is what's probably happening in your case.

The user is always the controlling factor when installing things. So instead of just clicking Next till Finish, it pays to check what the installer is actually doing.

So, next thing you do is uninstall BOINC.
Then reinstall it. At the third screen in the installer, check what paths BOINC will try to install itself to. If you're using the 64bit installer, recognizable by its name (x86_64), the path to the programs directory should be C:\Program Files\BOINC\ ; if this isn't correct, click Advanced on that screen, then use the Change button to change the first path to reflect C:\Program Files\BOINC\ and continue the installation.

That should correct any permission problems. No need to install as a service, as that won't fix it.

I installed the 64bit version

I installed the 64bit version of boinc 7.0.28
Well it should be clear that it is NOT located "c:\progrmme files (X86)\". I'm a Windows noob. Linux is my main target. I develop in Perl Sybase, Oracle, PostgeSQL, all B2B.

In short:
You want me to install the 32bit version and the upgrade to the 64bit version.
BOINC will read the registry and install it it c:\progrmme files (X86)\ or not!
Make sure the main program resides "C:\Program Files\BOINC\"
So, next thing you do is uninstall BOINC.
Then reinstall it.
The I run it as "protected mode application".

But isn't there any conflicts with other projects like WCG. I want to participles in Christmas race this year.
Wow can I set it to no more work? As Admin? I this as Admin I can directly call the boincmng.
