I don't know how old your system is, and if you are a geek like me, the thing is probably open a lot too. but on that.
The fins collect crap real quick, hair dust you name it, and that impedes their cooling ability. Many times you can look into them and can't even see it but it's there. Until you do get a better heat sink, copper is a good way to go, and of course the water cooled or peltier junction types (until the pj dies that is), but in the meantime, give your fins and fan a good blow out get the crud out of them and see if that helps any.
If you are not squeamish about yanking stuff off your board, take the fan and heat sink off, blow it out real good get the crud out completely, put new heat sink compound on and remount it. That should help.

I can say two thumbs up for water cooling, and a big thank you to Bikeman for suggesting I enable hyperthreading a few weeks ago. My rig is well over 4 GHz, and all temps are within spec. I do use an aqurium chiller to further cool the coolant below room temp. It is only a 1/5 horsepower chiller, and I would do better with a 1/4 horse power chiller. By adding hyperthreading to my 980, I hit #7 in the top hosts, but increased my wattage by 150 watts. That had a tendency to over power my chiller, so I had to back the clocks off a hair. Anyway, water cooling gives you a whole lot more leeway in how hard you can drive your processor. There is definitly the problem of money though. Getting everything set up is not cheap.
You can cool your system very good with air cooling and its much cheaper.
I for example use a Skythe Rasetsu heatsink.
Changed the original fan with a Slipstream 140. (more silent)
You sure need a good airflow in your case.
Using 4 case fans.
