WU positions?

    I've noticed that I get an overwhelming number of WU's where I am at position 0, or the first to get the work. This means that I have to wait several days for the work to get sent out to anybody else, and it's usually a week or more before a quorum is eventually reached. Is there anything in the project that determines what spot a user gets or is it simply the luck of the scheduler?
