WU Are Skipped

It is hard to see in the following list with all items in one column, but two of the WU I received were ignored and skipped. WU received later were chosen instead.
Look at WUs 367506 next to the last and 348852 fifth down. These are the skipped ones.
There is one similarity. Both of these two WUs were sent about one minute before another WU was sent. Is there a bug that causes two WUs to be sent within a minute of each other and when this is done, the first received is ignored?
I did not that when these pairs of WUs were recieved, the server did not respond on the request for more work. A minute later, a second request was made. The server apparently filled both requests.

The skipping of work units certainly happens on most of my machines. A work unit is downloaded but never processed, no error is returned to the project. In most cases other machines have been able to process the unit successfully.
