if u are running einstein and seti at 50% if one gos down and u did all the work will it still switch over
to the one thats down every 60 mins

As long as you have work for that other project, yes.
Else, no. If your Seti result is done and Seti is down, it cannot download more work and thus only Einstein will be crunched for the duration of time until Seti comes back up and gives you work.
