I'm 99% sure that " D=3+1 spacetime dimensions" is the normal 3 space and 1 of time.

Additional non-expanded space/time dimensions are a characteristic of string/membrane theory.

You are correct. Our macroscopic world that we experience is 3 space and 1 time dimension. And can be expressed functionally a 4-dimensional mathematical construct. Theorists like to expand the number of spacetime dimensions to suit their theories.
