Sometimes there’s a mismatch between a host’s venue (home/work/school) and the preference setting. I’ve seen reports (mainly on SETI@home IIRC) of changes made in the default section not propagating as they should to venues with unassigned preferences; it could be a bug in the BOINC ‘back end’ or a symptom of the server overload the project is experiencing—slow or erratic updating of correlated database entries? Anyway, you might try assigning your host to an unused venue (assuming you have any), setting the matching venue-specific preferences, and updating again. That seems to have worked for some users with similar problems (I haven’t had any myself).
