What are your settings for "Maintain enough tasks to keep busy for at least ... and up to an additional" or "Computer is connected to the Internet about every / Maintain enough work for an additional" respectively?

SETI and Einstein Projects are not switching and Re-tasking.
I'm not really sure of what you mean by this statement. Perhaps you could more fully describe what you think the problem is.
You have a 2.0GHz P4 which has a current task from both Seti and Einstein. Your host has also recently completed and returned a task to each project over the time frame from 21st to 26th June. So the processing must be switching between the projects and if 're-tasking' means "getting new replacement tasks for completed ones", then you seem to be doing that too.
You do seem to have a quite different problem though. For the completed tasks at both projects, the 'Run time' is considerably larger than the actual 'CPU time' when you look at the entries in the online databases. For example, the most recently completed E@H task has a CPU time of 74Ksecs and a run time of almost 200Ksecs. Depending on what other work the CPU has to do, the run time will always be somewhat larger than the CPU time but more than 2.5 times as large seems rather excessive.
Is your host heavily involved in CPU intensive tasks outside of BOINC? If not, you may need to investigate what is consuming such a large chunk of your computing resources. How long is it since you last rebooted the machine?
