In an act of despair I have re-installed the debian's boinc package, and now I'm getting GWnew tasks, using the same config and project files as before.
Whatever the problem was, it's gone
If anyone else runs into the same issue, make sure you have beta apps allowed in your settings. I had all the GW-CPU apps selected but beta apps disabled (done previously to opt out of GW-GPU tasks when there wasn't a separate checkbox for them in project settings). But the GW-old plan class is apparently out of work while GW-new is still under a beta flag.
