Boinc should start asking for CPU work when the cache level reaches your set low water mark also known as "Computer is connected to the Internet about every", Boinc will then ask for work equal to what's set for "Maintain enough work for an additional". If you use local prefs set in Boinc manager then it's called "Minimum work buffer" and "Max additional work buffer".
I have them set to 0.4 + 0.1 day so Boinc will start asking for work when the cache is 0.4 days of work and will ask for 0.1 days for a total of 0.5 days, it will then wait again until the cache drops to 0.4 days before asking again. If you set the "additional" to a large value you will get lots of work but then it will take a long time before you start asking for work again.
