The host claiming 5.63 on this work unit is using an older "4 series" BOINC. Is that the reason the "claimed credits" don't match?

Yes, precisely. You need a BOINC version of 5.2.6 or later for it to not be making a claim based on the old benchmarks x time method. You will notice however that the validator is smart enough to know in advance about the correct claim so it ignores the 5.63 and awards the correct amount. Credits are awarded on the basis of work done and a post 5.2.6 client is needed to get the claim to agree with what the server is going to allocate anyway.
Edit: If you look through Bruce's sticky post in this forum, particularly for some relatively early answers from Bernd, you will see more about wrong claims still resulting in correct grants.
