Your computer is hidden so we can´t see what model you use, so is dificult to give you a clear help but, did you try to leave few cores free to feed the GPU?
What are you expecting? 100% load on the GPU?
What are you using to see that the load is only 56%? Is it sustained 56%, or does it waver?
What if you run even more than just 2 tasks on it, seeing that you have 3GB to play with...
I don´t have AMD CPU but you say you only run GPU work, now your computer is unhidden (i can´t find you MB model on ASUS Site) i could see you crunch more than E@H project (at least SETI), you need to be sure the cores are free including from other project, any CPU task counts even from other projects, as the CPU load itself due the normal computer work.
On other hand you could try to increase the number of processed WU and see if that makes diference, i dont have this type of card, but is something similar to a GTX680 so run 3 WU at a time must be easy to that GPU.
Sorry i can´t give you more specific help, all my CPU are intel and GPU are Nvidia, i have few experience on AMD/7970, but in my systems run more than 3 WU at a time is less productive, specialy on E@H due the PCI-e load, but each system is unike, so you need to test to be sure.

your card can run up to 5 tasks at a time, this should give you a higher gpu-load.

Ageless, not 100% 90-95% is ok,and I use Gpu-z to se the load and i it in wave 55-57%.If I run 5 wu then I have 86% is load on the gpu.
