I would like to see all the dates and times on all the Boinc sites conform to the ISO 8601 date and time format. After all, this is an international project and using different formats in different parts of the varying web pages can be confusing. I imagine that most of the people in ISO compliant countries are already used to the ISO 8601 format.

explains it in more detail along with an argument for compliance. But, basically, it is year, month, day, hour, minute, second and fractions thereof. The combined date and time would look like this: 2007-10-15T02:46:15.6Z-07 which translates to year = 2007, month = 10 (October), day = 15, hour = 02 (2 AM), minute = 46, second = 15.6, time zone is UTC -07 hours. Converted to UTC it would be 2007-10-15T09:46:15.6Z.

That would be something the BOINC developers would need to do, not the project developers. You can submit it as an enhancement ticket into Trac (separate registration required).
