Those 90 days reduced your hosts daily quota quite much, this is often caused by quite low values in the "time_stats" section of the file client_state.xml .
If you are not afraid of editing this file with NotePad or vi or so, you could set 4 of the 5 values to 0.9999 (leave "last_update" alone, just the other four).
Be careful to shutdown BOINC before you start editing.
This will not fix the server problems of course, but the effect will kick in as soon as there is fresh work - the quota per CPU should be at 72 then.
Your computer is not one of the latest boxes though so the 24 quota might be sufficient. The cache size setting ("connect to network about every xxx days") is another thing to adjust.
