I looked at Nvidia's specs for the various Orin permutations and the tables said like 15W > 90W with a 45W brick supplied for the Orin Nano.
I'd never expect that the power ratings would be for a host with peripherals, since you don't know what is going to be attached.
I'd expect the power ratings would be just for the Orin module and carrier board by itself depending on the version level differences with cores and clocks.
Are you sure you are not just being throttled because of core temps? The stock heat sink is not all that big and with a pretty anemic fan.
The mobile AMD and Intel cpus use up to 90W in the laptops but they use pretty elaborate vapor chamber cooling to keep the temps down and not throttle too much under compute load.
The limitation must be the development kit, not the Orin chipset. When I click The NVIDIA power in the menu it only offers 15W or 7W. I tried setting the power to 30W via command line, it barfed. It's set to 15W and Mode 0.

Apparently I turned off DENIS@Home tasks while diagnosing something on the Orin and forgot to turn it back on. As soon as I did the CPUs got loaded and I got the warning "system being throttled due to over current."
This CPU cruncher is taking nearly one third the time to crunch its e@h tasks as my dual Epyc system was. They are both high end rome gen CPUs.

What does jtop show for the power input VDD_IN and for the cpu-gpu power used VDD_CPU_GPU on the option 6 CTRL page?
For my TX2 I have 15.2 W input and 10.2W power used for the CPU_GPU. This is on MAXN power settings. IOW, no power limits.
