The problem lasts several days.

boinc is trying to download a file.
If you try to follow this link
http://einstein-dl3.phys.uwm.edu/download/einstein_O1AS20-100I_1.04_windows_intelx86__SSE2.exe
And try to save the file manually you may be given a clue to the problem.
Usually this means antivirus or software/hardware firewall blocking, and you may need to make an exception to allow boinc access.
