I'm not an admin but I thought I'd make a couple of comments. He's running a relatively old version of BOINC (4.25) which was probably prone to downloading far too much if you suddenly went beserk with the "connect" interval. He has a HT machine so potentially he's capable of doing 4+ per day if he were crunching EAH fulltime. His last result was returned on Nov 17 so looks like he may have stopped crunching or maybe he has no more real work to do. He is downloading 16 per day so it looks like he might not be getting real work (bad attack of ghosts).
So, yes, looks like he has some sort of problem but, realistically, should the Admins drop their real work to go around manually attending to probably hundreds of similar hosts that from time to time get out of whack or should they just let the participant in question try to solve his problem or perhaps come here for help if the problem is beyond him?

A Mail 'Hey fellow cruncher, your machine is running amok, please check the forum' can get generated automatically without any manual intervention. In this case the forum would do the job.
