the boinc program says it is suspended both scheduling and reporting but when looking at the control panel neither is true. is there a bug?
You have no units to crunch when I view your computer on line. You have one computer, a 1.6ghz P4 and you had one task returned on 17 Dec and then a task you got on the 16th of Dec but did not return, it expired on the 3rd of January. You did not get any more tasks. So yes Einstein will show as suspended because there are no tasks for it to work on.

Start BOINC Manager and go to Advanced View. Click Activity and select Run Always. Then click Activity again and select Network Activity Always Available. By "select", I mean make sure those options are "checked".

Right now you have an Einstein task and 2 SETI tasks. It looks your computer thinks it has enough work to keep it busy for a while. That's why it's defering communications and not scheduling more tasks. It seems to be working just fine so just relax and let it run.
