I even cannot use right-click menu item "run on behalf of" - nothing happens.
I looked at "Program Files/BOINC" folder and found out that I have not permissions to read it! It's very strange, because in the folder properties/security for non-administrative user group I see permission "to read" checked.
I've fixed the problem by assigning to non-administrative user group full access permissions for this folder. But I don't understand - what happens? Is it a problem of XP or of Boinc installation?

Its Windows. Or more specifically, the settings you use.
BOINC doesn't do anything special to file permissions when it installs the folder and files, it uses whatever the default is. Usually this is "inherit settings from parent folder". And then Windows looks at the parent folder ("program files" in your case) for permissions.

Program files has Read permissions for everyone, but not Write permissions. BOINC requires Write permissions for whatever user is running it for the entire BOINC directory tree.
