First please don't shout (all caps).
It is quite possible that everything is working just fine. The messages that you have posted indicate that you have done something in the UI projects page that may cause a CPU reschedule.
How many projects are you attached to?
How many actually have work on the computer at this moment?
What project is not downloading work?
What is it's long_term_debt (either from BOINCView or client_state.xml)?
Is there a message that says "New download policy: No new downloads" or something similar?
If so, what are the lines immediately preceeding that?
The new scheduler does not attempt to keep work from all projects on the host all the time. This is done to better ensure that as much work as possible is done on time.

did not mean to imply to shout - have typed in caps everything I do for the past 20 + years, mostly on typewriter & now on the computer and internet.
would like to talk to the guy who decided that caps means shouting - sure does not for me.
anyway -
I am attached to 3 projects - seti/einstein/protein.
1.) I tried to download 4.43 & received a message that an older version needs
to be uninstalled first
2.) uninstalled 4.19 & downloaded 4.43. allowed automatic install per software
suggestion.
3.) 4.43 picked up partially finished work from all 3 projects & continued
processing as usual, however
4.) when work was finished (or almost finished) the software did not request
new work.
5.) when manually clicking the "update" button, I received the two messages
shown above.
6.) I un-installed 4.43 & re-installed 4.19. It picked up where 4.43 left of,
up-loaded results & downloaded new work. 4.19 is working fine.
Should I delete 1st 4.43 download, re-download a second time or what else can we do. defenitely did not receive any other message(s) besides the two mentioned in my first communication.

Everything you have written suggests that the installation of 4.43 was fine and that the new scheduler was simply trying to honour your resource share which you have set for your three projects. One of those projects must be lower than its proper share and the new scheduler is simply favouring that project until it gets its proper share. It does that by not downloading new work for the other two projects until the behind project has caught up.
All that is wrong is that you were too impatient and were trying to force more work before the scheduler was ready to let you have it. The scheduler wont let you fully run out of work - it will protect against that.
Why don't you try again by uninstalling 4.19 and reinstalling 4.43 and watch and enjoy the work of a software craftsman :). I'm sure if you leave things alone for a few days, everything will settle down nicely. If not you'll be able to file a nice bug report which will help improve things for those of us yet to upgrade :).
One last point. As you have been on 4.19, I imagine you may have your connect to network interval set fairly low. I notice you have 2 E@H work units in your cache so I imagine your setting is 0.1 or 0.2 or thereabouts. With the new scheduler doing its magic, you probably want to increase that value to about 0.5 to 1.0 after you have 4.43 up and running. This may help you see new work and give you a degree of comfort.
