Anything higher than 4.19 is a development version that has not been released. A new release is expected very shortly.
If you want to take a chance with a development version, you can get it where you got 4.19 on the BOINC website if you look hard enough. ;)

Please be aware: Boinc that are "Development" versions MAY and somes HAVE bugs, therefore USE AT YOUR OWN RISK.

Yes, but sometimes the ones in the Alpha versions are quite nasty. We had one that would trash all WUs on install recently.

Yes 4.19 is the official stable Version.
You can us BOINCnotifier, it shows you wich Client is a stable and wich is a unstable Version and also its a cool program.
There is another threat about that Program.
