If I were to guess I'd say that you have your cache setting set to high. Boinc pausing and starting new tasks from the same project is a telltale sign of high priority mode. Boinc is now trying to complete as many tasks as it can before their deadline expires.
To fix this start by lowering your cache settings, 3-4 days total should be well enough as this project is quite reliable.
Then abort a few unstarted tasks and see if normal operations resumes, if not the try to abort a few more.
