I had the same problem on an HD 5830. Turned out it was BOINC version 7.0.28 that was causing it. Try uninstalling 7.0.28...

It seems the problem was BOINC 7.0.28 for me. I uninstalled it and installed 7.0.27. First task completed in 2.49 hours....
